Sixth. That Maj. Roberts is incompetent to fill his position.

Finding  This charge is considered impertinent and as reflecting upon the officers who appointed Major Roberts
— not sustained

On reviewing the whole evidence and the report of Major Runkle it appears that the charges against Dr. Bell are not at all sustained. Those against Maj. Roberts only partially. Dr Bell is highly endorsed by reliable men and the charges against him seem to grow out of personal hostility on the part of Bruce, Dr. Griffith &c.

The charges against Maj. Roberts grow out of Bruce's disappointment at losing his situation and the flirtations and propositions of Maj. R. to Bruce's wife.
