A. A.A.A.Gen'l Bureau R.F. and A.L. State of Ky. for sixteen months.

Q Under what circumstances was James Bruce appointed a clerk in the office of the Sub Asst Comr, Louisville Sub Dist upon whose order was he discharged and why was he discharged (state fully)
A Application was made by letter by Lieut C.H. Frederick the Sub Asst Com'r Louisville Sub Dist on 30th Jany 1867, for permission to employ another clerk in his office. That letter was returned to him 4th Feb'y 67, by End. from Asst Comr's Office, authorizing him to employ a clerk at $75 per month to date from Jan'y 15, 67 provided he had actual employment from that date, soon after that papers come to the A. Com'rs Office in the handwriting of this Clerk (James Bruce) I at once called the attention of Gen'l Ely Chief Supt &c to the very inferior penmanship of this man and said to Genl Ely that I considered his writing a disgrace to the Bureau, and that he was the poorest penman of all the clerks in the
