A When I took charge of the Med Dept of the State, I found four acting Med Cadets on duty in the Hospl. Understood they were appointed and assigned to duty by Dr Town [[left margin]] 5 [[/left margin]] but cannot find any order appointing or assigning them to duty in my office.
March 25th 1867 Dr Bell called "stating he wished to have some conversation and report certain things, as he was in charge now, [[left margin]] 10 [[/left margin]]and wanted to keep his skirts clean" stated "that to the best of his knowledge the Cadets had never taken the oath" that "one or more had been in the Rebel Army" and asked "what should be done" I told him the [[left margin]] 15 [[/left margin]]easiest way was to require them to take the test oath" I then wrote him a letter, (Copy furnished marked Ex. "J") Ordering him to require the Cadets to take the test oath − the blank oaths were [[left margin]] 20 [[/left margin]] furnished him by my clerk, with my letter at that time. That afternoon or the next day, Three (3) Cadets vacated their positions, the fourth, Roberts Subscribed to the oath.
