of Lieut Frederick's selection and as I had understood from Lt. A.B. Brown, Asst S.A. Com'r in Lieut Frederick's office that he Brown did all the writing in the books of the office and that Frederick considered Bruce competent to do the rough writing I did not then order him discharged. Subsequently Lt. Frederick being relieved as Sub Ass't Com'r of the Louisville Sub Dist. which is a large and important one. April 23, 1867, and Bt Maj RW Roberts detailed in his stead thus throwing the duties of the district on two offices instead of three it became necessary to relieve WB Brown from the labor of keeping the books and employ a clerk perfectly competent for such duty. Major Roberts and Lieut's Frederick & Brown had all informed me that Bruce was incompetent for that duty, and my own observation confirmed their statements. I therefore directed Bt Maj Roberts Sub Asst Com'r to discharge him as soon as he could select a competent man to perform the duties, which man must be an honorably
