A I know but little about his reputation. He has no standing in the community among leading union men, so far as I know. I have heard that he represented himself to the 114th N.Y. Troops as the Atty' for the Bureau, which was false. I had this from Lieut Col Sedgwick of said Regiment.
Q What was the substance of your conversation with Kennedy on the subject of Bruce's discharge?
A He called at the office on two occasions to intercede for Mr Bruce. The first time I told him I considered Bruce incompetent to perform the duties of a clerk in his position. I also told him that Roberts had the selection of Bruce's successor, then he sent me a paper (an appeal to retain Bruce) which I returned without remark. Considering he was making himself officious concerning a matter which was not of his business. that is in regards to the qualifications & employment of clerks in the Bureau offices. The second time he called I told him I did not want to hear anything
