States the inability of the Northern Societies to supply the demand for teachers, on account of scarcity of funds; & presents a plan for detailing teachers from the army which is highly approved by Gen'ls Sheridan & Griffin; and hopes it will be considered favorably. |

States that early last winter they made application for assistance in building school Houses at Morehead City and Beaufort, N.C. $400.00 at the former. and $2300.00 at the latter place which was approved and ordered paid by the Com'r. Genl. Miles has since declined paying anything on the buildings unless the Assn. makes the title over to the Bureau. Requests the return of said application & that the Asst. Com'r of N.C. be called upon to report his action in the matter.
