States Major F.K. Smith was last month appointed as Bureau Agent in their county, and that he conducts himself with brutality towards the Freedmen, and is often intoxicated.  They hope that Cap't. Hewlett may be reassigned to them as they have great confidence in him. |

States that there are a large number of Freedmen in Carroll County Miss. who are deprived of all school privileges as there is no school house in the County. Is willing to give the ground to build a house on and requests aid from this Bureau in erecting a building suitable for Church and Schoolhouse for the freedmen. |

Has no interest in the matter except a desire to protect the Govt, recommends for the situation Mr Chas E. Ingalls who has never been in the same business as an unfit person therefore E.Bp 301.
