Rec'd. back and returned with appointment increasing the salary of Mr. Ladd to $100 per month. | Waterloo S.C. July 8th 1867. Finds that his salary of $80.50 per mo. insufficient to support his family & requests that it be raised to $100.00. Was for 3 years an officer of Vols, has lost a limb in the service &c &c. |

Ag & states that the freedmen are preparing to take up homesteads & that 100 will be ready to start Sept 1st & several hundred will probably take up land during the past winter. Refers to lands within expired grant to N.O.O. & G.R.R. Co's requests that attention of Congress be called to it, with a voice of having these lands open to entry as Homesteads. If these lands were open 300 families would be settled on Homesteads during the fall & winter. With recommendation that the matter may be brought before Congress as requested. |

Armstrong, A.Q.M. stating that his Dept of the Bureau is in great need of more horses & Equipments & desires the Agents to discharge their official duties, that the Q.M. Dept. have no horses or equipments it can transfer to this Bureau. request permission to purchase on open market at lowest price ten horses & equipments for same With recommendation the purchase be authorized. |
