July 11 '67 states that Mr. Crambert was only employed temporarily & should have not been reported; that Messrs R.M. Manly & A.C. Josephs have yet received no appointments & are recommended therefor, & that the plan adopted for the medical treatment of negroes in Richmond, described in his previous letter of the 23d inst. was so adopted after consultation & arrangement with the City Board of Health, costs only $100.00/100 per month, and inquires as it cannot be pursued further, whether that physicians receiving it, cannot bring in bills for medical treatment of freedmen every month to the am't of $16.67/100 each, in the same way that Army officers are supplied with medical attention when Army Surgeons are not available &c. |
