General:
I have the honor to state that the colored people of Greenville Tenn have purchased a lot for a school house and commenced the building. The work is now at such a stage that aid from the Bureau can properly be granted. I would respectfully recommend that Joel Terrell, Esquire of Greenville be authorized by you to expend $400 00/100 on this building under the following instructions. 1st The work for which the Bureau is to pay must be done by responsible parties at the lowest rates for material and labor.
