Respectfully referred to W.P.Carlin Maj. Genl. Asst Comr with the recommendation that Judge Jas P. Swan be authorized to spend $400 00/100 on the Freedmens School house at Dandridge under the conditions that this amount shall put the house in order for a school that the work shall be subject to the inspection of some authorized Agent of the Bureau and that the Bills be paid on properly certified vouchers when the work is done.
