Your Bureau or the Court of Claims, should come to the relief of these soldiers, without applying to Congress.  I can mention an instance, as an example. Jesse Hodd Private Co. B. 84 Regt, of U.S.C. Infantry Volunteers enrolled Apr. 10th, 1863, Discharged Mar. 14, 1866, is marked bounty &c, paid. All of this can be established as regards his payment, to be false by many respectable witnesses, for Hodd was not hear for a long time before and after the alleged date of payment, Very many other colored soldiers are in the same condition. I am an attorney at Law, and write because these parties propose to apply for relief either to Court of Claims or Congress. if you can give none, craving your indulgence, for this trouble I would be pleased to receive an early reply.
