General,
In compliance with your order of May 19, 1869, on letter of Mr. A.O. Wright, I have the honor to submit the following report.

Your order of February 26, 1869, endorsed on the papers in this case, directed that Mr. Wright should be paid for services rendered during the time fees were not collected "such a salary as he is entitled in the judgement of Col. Beecher." On receipt of this order I wrote to Mr. Wright that we had not paid to any of the agents appointed as he had been over $500. per annum. He answered me, returning blank vouchers signed, but complained of his poverty and repeating the statement of the large amount of work he has done. I wrote him again proposing, in consideration of such statements, to allow him $300.00 for the time he had acted as agent - six months, but stated that as he evidently was and would continue to be dissatisfied with my decision, I preferred that he should refer his case to you for final adjustment.
