Sir: 
I have the honor to report in reply to your letter of Sept. 6th 1869, referring two cases to me with instructions "to investigate them, to ascertain the facts relating thereto, and advise what can be done in the premises to secure the rights of the parties interested therein":      (1) "Priscilla Pain represents that Richard Price of Nanjemoy, Charles County Maryland, has possession of the children of her sister, Ellen Wills, who died in April last, and unlawfully detains them in his service.- The names of the children are Mary Clara Satcher, Lizzie Wills, and Alfred Wills." Ellen Wills, the mother of the above named children, was the slave of Richard Price
