Respectfully returned to Major E. L. Deane, Asst. Supt. of Education for South Carolina, who will please express his opinion respecting the wisdom of anticipating the appropriations for the next year. If such a course is recommended, Major Deane will ask for a specific sum for each place. The Commr will probably not act upon such applications till the result of pending legislation is known.

I do deem it advisable to expend all monies intended to be used for building purposes in this state as soon as practicable. The price of labor and materials in this state is rapidly advancing. Even if the construction of the houses in question, is authorized immediately after the 1st of Jan. 70. They will hardly be completed before needed for the October term of schools, ensuing, I know from experience
