Columbia S.C. Dec. 18. 1869 Respectfully returned to Maj. Gen'l. O. O. Howard Com'r. The appropriation for the current year will not permit any expenditure at the within named places. If the amount can be increased or the appropriation for the ensueing year can be applied to those points I most cheerfully recommend that the request be granted. There are about (6) six other towns in the State that stand in need of assistance from the Bureau which if granted might consistently close its work in the erection of School House. Edw. L.
