Col. R. and would like to serve with him. I prefer to be on duty to awaiting orders, as I think just now that it may protect me from unfavorable legislation. I am one of those officers who elected to await orders, but did not think availing myself of this privilege under what I thought to be justifiable circumstances, especially when granted it under Gen'l orders, would be taken advantage of in legislating, or would be recommended by the General and Sec'y of War for such legislation. I thought it would affect my assignment to a Regiment but not to duty. I do not think it ought when a special application has been for my detail. Owing
