Gentlemen,
In reply to your communication of the 7th inst I have the honor to inform you that under the parent orders of the Commissioners we are not permitted to spend the funds of this Bureau for books for use of the colored schools.

I will however transmit your liberal offer to Bureau Head Quarters at Washington and should the commissioners approve of the same, I shall be glad to avail myself of its terms.
