Dear Sir,

I have been corresponding with your predecessor, in reference to the establishment of colored schools in this county.

He submitted to the colored people of this country, through me, the following propositions.

1st That they should secure a "clear title" to sites "for free school purposes."

2nd that their schools should be conducted under our free school law.

And stated that by complying with these conditions, the Agency would furnish money to pay the Teachers and as much as $75.00 towards the building of each house, where bills are sent up, duly receipted.  We gladly accepted these benevolent propositions and worked more earnestly than before.
