Bvt. Lt. Col. C. E. Comptom, USA, Superintendent of Education Bureau R F & A L., for the State of Tennessee, having made requisition for Means of Transportation necessary to the economical discharge of his official duties, he will purchase in open market, on the best possible terms, one (1) serviceable horse - he will take up and account for the same, and issue his certified vouchers therefor, which will be forwarded to the Chief Disbursing Officer at those Headquarters for payment. Before delivering the vouchers so issued, Col. Compton will cause properly certified copies of this order to be annexed thereto.
