Dear Bro.
I send you our list of teachers for Rental a/c in Tenn.  All the teachers given have been under the employment of the A.M.A. and are clearly embraced under the the class to whom Gen. Howard proposes to pay $10. a month, according to circular issued early in the year. For some of our schools we have received from the public funds of the state, but always on contract with the school authorities by the Association. The public funds have come into our treasury as other funds, and had not a dollar been received our obligation to our teachers would have been the same. We have averaged the pupils to a teacher by taking the whole school average & dividing by the number of teachers. Please present this to the Supt of Ed & get his signature & return to me as soon [[left margin]] as practicable. We need the money & so are in some haste
