The plan for artists' representation, as adopted by the The National Society of Murel Painters and The american Artists' Congress and as was outlined to Mr. Dowe and Mr. Watson, is as follows:

1 - every organization of artists having an active membership of 50 or more, in any section of the country, is eligible to send a duly elected regional board of the governmental Arts Projects of the locale. Such Representative is directly responsible to the organisation which delegates him and is subject to recall by it. 

2 - Such regional representatives elect an artist or artists from among their number ( in ratio to the number to artists in their region ) to represent the on the federal board of the governmental art projects in Washington. Representatives to the federal board are subject to recall by the regional representatives. Where there is only one regional representative, the same representatives serve on the Federal  board in an advisory capacity. 

3-These artists representatives are to serve on the planning commissions as well as on the juries of the governmental art projects.
