  Late last summer delegates from 62 countries met at the workers' Congress. They represented the Communist Parties of the world. They discussed world affairs. What interested them most deeply was the fate of the working people everywhere.
  They met in Moscow - a country where there are no bosses, no private property in factory, mine, mill, bank or building. Everything there belongs to the working people, and the government, a Communist government, also belongs to the working people. 
  The Congress in question was the Seventh Congress of the Communist International. The Communist International is the world general staff of all Communist Parties. The delegates had come from among the thickest of the working people. Some of them had seen the dungeons of Nazi Germany: some of them had foiled the cunning spies of Mussolini; others had seen battle in the struggles of Chinese Communists to the liberate their country from the Japanese invader; many of them, including American delegates, had been slugged and gassed on the picket line and jailed on trumped-up charges -- just because they defended the working people.
  The Seventh Congress represented everything that is most militant, most courageous, most devoted to the cause of the working class. Those several hundred men and women asked themselves: Wither is the world going? What is in store for the working class. What have the workers to do to forestall the dangers that threaten them, and to achieve their final liberation?
  There was one man among them whose name stands out like a beacon of light. He started his fighting career in Bulgaria. He lived subsequently in many countries. When Bloody Hitler came into power he arrested this man on a frame-up. He was accused of having caused the Reichstag fire.
