Mr. Billings stated that he had seen a similar proposal from Mr. Louis Rubinstein who is teaching at Yassar College, a copy of which has been sent to Washington.
Mr. Levi stated that the Artists Council for Victory is without a home and has no funds.
He expressed the hope that the NPA or some Federal Agency might be able to provide quarters and certain services to the Artists Council for Victory, such as were provided by the WPA for the New York City Council for Art Week.
Until an address and meeting pace can be found, the Architectural League of New York, offers it facilities. Therefore, the address of the Artists Council for Victory will be at 115 East 40th Street.
It was agreed that Minutes of meetings be sent so Council members, as delegates from their Societies, and that these delegates be held responsible for keeping the Societies informed.
It was stated that regular meetings of the Council would be provided for in the By-Laws.
FINANCE
Motion was made, seconded by Mr. Crisp, and unanimously carried that each member society contribute $10 to the Artists Council for Victory. A Committee to draft a Constitution and By-Laws was appointed by the Chairman as follows:
Levi, Le Boit, J. Scott-Williams, Billings, John Taylor Arms.
Motion by Mr. Litchfield and seconded by Mr. Crisp and carried that the meeting be adjourned.
