A. General Themes
a. Do not avoid, or sugar-coat, the mortal realities of war-the fact that war means death in battle.

c. Point out that this Nation is built upon the devotion of men who have been willing to die for their country.
d. Dramatize the work of the Navy in this war, particularly those vital functions of convoy and supply which are often neglected.

f. Emphasize the reasons for unified command in a war on world scale, particularly in connection with cases in which an allied commander may have been assigned to lead American troops.
g. Emphasize the role of the Marines in a war fought to a large extent over large sea distances.
