Sir:

The Diplomatic and Consular Appropriation Act for the fiscal year ending June 30, 1914, contains the following appropriation:

"To enable the United States to contribute to the adornment of the Peace Palace at The Hague by sending some object of art of national production, $20,000."

It has been suggested by the Board of Directors of the Carnegie Foundation that a marble group by an American sculptor representing in classic style an allegory of "Peace through Justice" would be an appropriate contribution by this Government.

The matter is brought to your attention in order that you may, if you so desire, have an opportunity with other sculptors of submitting designs for this work. Should it be your pleasure to enter into this competition the Department would be glad to have you,
