Sir:

The circular letter addressed to a considerable number of American sculptors by the Department of State on April 5, 1913, offering them an opportunity to enter a competition for the execution of a work of art to form the contribution of the United States to the Peace Palace at The Hague has not met with such response as promises to ensure a favorable result. The Department, therefore, withdraws its formal letter and substitutes in place thereof the following request, which is sent to all sculptors to whom the original letter was sent, together with others whose names have been submitted to the Department by the Commission of Fine Arts:
