I have the honor too address you hoping to gain some information in regard to obtaining aid from the Bureau for the purpose of building the Western Tennessee University.  I had an interview with Lt. Col. F.S. Palmer in regard to the matter and gained some information from him.  The Trustees of the University held them last meeting in March last, and many of he parties that we engaged  as Agents were teaching Schools at that time, and could not commence collecting funds.  I bought a tract of land about four miles from Memphis with the intention of erecting a University upon it.  I paid the money for it and have a warrentee for the same.  We have been waiting in order to find out whether we could obtain aid
