Circular:

The following extract from a decision rendered by this Department upon the subject concerned on the 5th of May last is published for the information of the Chiefs of Bureaux; viz:-

"It is not deemed proper to entrust attested transcripts of the public records to private persons, for use in controversies in which the United States has no real interest, except upon the certificates of the tribunals before which shall such controversies are to be decided, that such transcripts of the public records are deemed essential to the ends of justice."
