Washington City. Sept 23d 1870

Circular

The Secretary of War directed that leave of absence be granted Pennsylvania voters employed in the War Department and its Bureaux to enable them to be present at their respective voting period on the 11th of October.

Those voting in Philadelphia will be allowed sufficient time to enable them to be there on the 30' of this month and remain until the day after the election.

Those voting at points north and west of Hornsbury will be granted leave for eight days, and five days will be allowed to those voting at points east of Hornsbury.
