Pensacola- Fla. 29th Sep"t 1870- Major Gen'l O. O. Howard Washington, D.C. Sir Allow me, a stranger, to address you upon the subject of the Education of Colored Children in a Part of this (Escambia) County. Who are deprived by a decision of the Central States Court from receiving any of the benefits of our State Educational Fund. Upon the Army and Navy reservations at this point there are about Three Hundred colored children. Up to last march they were to some extent given aid for school purposes by the county Board, but at that time Judge Frazer decided that people resident upon these reservations
