I showed your letter to Judge Osborn & he say for now the Bearou have any thing to do with it & desires me to ask of you the authority of the Bearou - or the Law on it giving you authority or the United States.

It appears to me that it is a contract made with the Bearou Officers, placed in power by the Congress of the U States for special purposes & that the, Judge of [[strikethrough]] an [[/strikethrough]] a state cannot annul or destroy it. Will you do me the kindness to answer this as possible & give me the Law & your opinion
