It was a scheme of the Factor, undertaken without the knowledge of many of the planters whose debts are today unpaid, but who fully intended to pay them from the crops of 1868 until they were informed that the plan for an extension had been already arranged by the Factors. It will also appear from the statement that a very large proportion of the claims are against colored persons (marked C on schedule) who are responsible, & in many cases are not now to be found. As apropos to this part of my statement, I enclose two original letters just received from sub agents J.M. Cantwell & E.M. Stoeber showing condition of over two hundred bonds or claims in their hands, I have reason to think that their experience & mine, are fair samples of that of the other Agts, some 18 or 20 in number.
