Sixty-first Congress U.S.
HOUSE OF REPRESENTATIVES.
Washington, D.C. Mch 30 1871

Maj Genl. O.O. Howard

Dear Sir
I have seen somewhere, some time ago, a statement by you (& perhaps by the Army Commissaries also) in the Southern States; the statement I allude to shows I think, how much was given to white & how much to black.

I need this information or expect to need it, in the pending debate on the Ku Klux bill.

Can you furnish it to me or tell me where I can get it. By so doing you will greatly oblige

Yours truly
Geo. C. McKee
