Sir:

Your letter of the 1st inst. is received and I am directed to reply that no record can be found of authority from this Bureau for the construction of a schoolhouse in Wythe Co. Va. Whoever made the contract or bargain with Mr Pattison ought to pay the bills. But they failing to do this, the builder would in some states have a lien upon the building. I do not know how it is in Va. Genl Howard has no funds out of which relief can be furnished.

Mr. Pattison has before applied to the Bureau and has been informed that his claim cannot be paid. Moreover he was paid rent for his building at the rate of $15.00 per month for a period sufficient, in the opinion of Mr Manly, Supt. of Education in Va. to cover his expenditure.
