SIr: On the 28th ult, I wrote to Hon. A.M. Waddell, that the vouchers forwarded by you needed correction. I meant by that tht in their present form they could not pass to accounting officers of the Treasury Dept, because so much irrelevant matter was introduced. The same day I sent them to Bishop Thomas Atkinson Wilmington N.C., he being the person to whom the promise of $600 for a school building at Fayetteville was made, with a new set of voucher properly make out, and requested him to have them signed and returned at once. Bishop A-- and the Trustees are responsible to Mr. Batchelor , and the moment he returns the vouchers, signed and certified to as requested the money will be sent to Fr. L.W. Batchelor or to any person whom Bishop A. may designate to receive it. Had the first set of vouchers been simply signed by L.W. Batchelor and not encumbered by irrelevant statements, the check would have been sent to him or on his order to yourself. I trust the matter may be soon settled.
