Sir:
I am instructed to reply to your letter of the 15th inst. that the Govt has no legal claim upon the property at Winchester W. Va., the aid given by the bureau was given to the Trustees with the understanding that they would hold the property in trust for educational purposes without distinction of race or color, and if in their judgment it can be used to better advantage elsewhere, they have a right so to use it, but for no other purpose.
