"to within requisition #641 dated Washington July 13" 1866 (signed) D H Rucker A.Q.M. Gen'l (Bvt Maj Genl U.S.A. 44 Bk 7 C 15)" This requisition #641 emanated from the Bureau Refugees Freedmen & Abandoned Lands and was presented by Capt Rutherford then in charge of Bureau affairs at Wilmington N.C. now Third Auditor U.S. Treasury. I refused to issue transportation on it, when it was forwarded to Washington & referred by the Qr. Mr. Genl to me to issue the required transportation. I retained on stub of Transportation Order the reference of the Qr. Mr. General considering it as sufficient authority and I presume endorsed and returned the requisition in question, to parties to whom transportation was furnished.
