with Mr Page, for the erection of the building to be completed to the satisfaction of the Bureau.  Col. Mason declined to make the last payment, on the ground, that the building had not been completed, according to contract.  The examiners decided that it would require at least a thousand dollars, to complete it according to the specification. By mutual consent, the question was submitted to referees,(Col. Beman, being chosen by Gen. Howard, to represent the Government) who decided that the contract had not been fulfilled. 

With this understanding, we decidedly prefer having the payment made to Chattanooga, and to risk the establishment of a lien upon Straight University, against the Trustees or the A.M.A.
