"Mr B" demands that Gen Howard and the Bureau pay him for a house & lot which was sold to their agent who acted with Agent authority to claim same and claims that they were never any "obligation" to him or to Bishop A for what was not done.

If the debt can not or will not be paid on their [[?]] and [[theirs alone?]], then "Mr B" asked, in common justice, that the agent of Gen Howard & the Bureau may be now given back the contract to [[?]] and the property [[?]] to be held  in the same plight and condition that it was before this [[?]] effort was made to sell it. 

But I think it due to Gen Howard & the Bureau to make this request in the first instance, not [[?]] state court-house but write the contracts on the property does not have [[?]] him also to advise the [[?]] the property [[?]] to make this [[?]].
