Sir;  
Your communication enclosing vouchers for $3000 is received. The vouchers will be paid at once. The assurance that $5000 would be paid was forwarded on the supposition that the appropriation voted by the House would be agreed to by the Senate That expectation failed. It was therefore necessary to disappoint all the parties to whom promises had been made. A remote possibility exists of collecting some debts in S.C., but it is not wise to build any hopes thereon.
