Dear Friend
I now state that Millard & King have fullfilled the first part of their contract (with me as agent) for building Normal School-house on this ground, and that the first payment of $1900.00 Nineteen Hundred Dollars is due. Nearly all the lumber is now on the ground - the foundation laid, - the frame raised & weatherboarded & partly partly painted besides other work done.

I have examined the building & find it all done in good substantial & workmanlike manner & recommend payment. The cost of the building as it now is, is about $3000.00 & before the money can be got here they will probably have roof on.
