Dear Sir: 
In consequence of the non-confirmation by the U.S. Senate of the Treaty for the purchase of the Danish West India Islands, it has become the duty of the Danish Government to undertake several much needed reforms at those islands, and our Minister to the U.S., Mr. Bille, was ordered to Denmark a month ago, for the purpose of preparing himself to go out and investigate matters, with the view of submitting propositions for whatever changes he might deem necessary.
