I have the honor to acknowledge receipt of your communication dated March 25. 1871. and in reply would state that I was assigned to duty as Act Hosp Steward by Major Andrews who was at that time Commanding Officer on the recommendation of Asst Surgeon Elliot Coues U.S.A. and A.A. Surgeon J.F Ensor U.S.A. By Act of Congress July 5th 1838 Sec 12. These temporary appointments were to be made at the discresion of the Commanding officer. and were to be paid extra pay according according to the number of Troops at the post, if I had have been detailed for the above duty at the Military post hospital, I should have been mustered every 2 months for extra and regular pay which would have been paid. And to me it seems a parallel case my being on duty at the. Freedmans Hospital.
