Sir,

In reply to your letter of the 24th ult. I can only say that the previous decision respecting your claim was made in accordance with law and orders as understood at this office. My duty is not to make laws nor to judge what orders ought to be but to obey those now existing. You have the right of appeal to higher authority, and I should rejoice to see your services fully compensated.
