On meeting the Arbitrators appointed to settle the matter pertaining to the contract for the building of Straight University, I find they are inclined to the opinion that my contract with the United States Government does not fully authorize them to approve two items of my bill. Viz β€” for Superintending work of building. 79 days a $6–$474 00/100, Extra wages paid by me on $2,500 worth of work 15 P. ct. $375 00/100 Because the wording of the contract only binds the Government to put the materials on the ground in proper time instead of requiring them to by delivered at particular times.
