Dear Sir:
I have carefully considered your dispatch and believe it better for all concerned not suspend [[strikethrough]] or cont [[/strikethrough]] countermand the order from the relief of Gen Runkle. It will be much better for him in every point of view to separate from official trammels during the Canvass, and from General Runkles cheerful dispatch I think he will so regard it and surely it would not be wise to make use of the payment of bounties to facilitate any political ends. The Genl is now free to give his entire time and attention to the campaign
