Desires to be informed by what authority said Comm'r sold such property at the time mentioned.

Respectfully forwarded to the Hon. Secretary of War with 
reference to Act of July 16 1866 12th Sec. which gives power to sell "Confederate States" property and appropriate the proceeds to the education of freed people Also to Act of July 25, 1868 which authorizes the continuance of the "Educational department" of this Bureau "until otherwise ordered by act of Congress." These acts have not been repealed.
