In Nov 1870, Brig Genl O O Howard, as Commr, under the Act of Congress, entitled "an Act, to continue in force & Amend an Act to establish a Bureau for the relief of Freedmen &c," passed July 16th 1866, & the Acts which it Amends & the Acts Amending thereto, sold certain real estate, in the City of Richmond, which had belonged to the Confederate States Government.

I have been employed as Council to examine the title to this property. I ask information upon this point. Under the Act of 1866, July 16, power was given the Comm to sell property, such as the above. That act was to continue in force for two years. July 6th 1868, another act was passed, containing
