that act in force, for certain purposes, & with certain Qualifications, for the review of One year more: that is to say, up to July 16th 1869. I find no subsequent act, continuing or extending the powers of the Commr, which seem to me to have expired on the 16th July 1869.

I request very Respectfully, that you will do me the favor to inform me, whether or not Genl O. O. Howard had authority to sell property, held by the Confederate states, under color of title, on the 29th day of November 1870: And if he did, by what act of Congress or otherwise.
